Supervisory Human Resources Assistant

Basic Function:

  • Incumbent provides full scope of FSN/PSA human resources support service to State offices and other agencies involving over 900 Locally Employed (LE) Staff.
  • Manages accreditation/onboarding program for over 200 assigned officers (USDH), over 300 family members and officers on temporary duty (TDY); manages Mission recruitment functions, Mission Incentive Awards and LE Staff Training Programs.
  •  Incumbent serves as supervisor of three HR Assistants and guidance to an Eligible Family Member (EFM) HR Assistant.
Qualifications and Requirements:

Education Requirements:

  • Bachelor’s Degree in Human Resources Management, Business Administration, Psychology or Communication is required.
  • Note: NYSC Certificate or Exemption document is required.

Experience:

  • Minimum of five (5) years of progressively responsible experience in human resources management with one (1) additional year at a supervisory level.

Job Knowledge:

  • Thorough knowledge of 3 FAM, Employee’s Handbook, Department’s Local Employment Policy Guidebook.
  • HR/OE Policies and guidebooks, Post Management Instructions and Staff Notices related to LE Staff administration. RHRO Standard Operating Procedures (SOP), LE Staff Position Classification and job Evaluation.
  • Good understanding of Nigeria labor laws and Nigerian labor market.
  • In depth understanding of diplomatic accreditation and immigration regulations / requirements in Nigeria.

Evaluations:

  • This may be tested. Please specify your level of proficiency in the language listed.

Language:

  • Fluency in reading / writing / speaking of English is required.

Skills and Abilities:

  • Ability to deal with personnel at all levels of the U.S Mission and outside organization.
  • Must have good counseling skills.
  • Must be tactful, possess good judgement, and be able to maintain effective working relationship with employees and American/LE Staff supervisors.
  • Good keyboard and computer skills with accuracy and speed and proficiency in Microsoft Office is required.
  • Must have advanced mathematical skills for data analysis and reporting.
